That is certainly a sign of a good breeder! Our Toto was 14 weeks when we got her last October and our breeder wanted to wait until after the first of the year!! She likes to be absolutely sure that their health is perfect and she was still evaluating her for show quality [she only breeds show dogs] but since all indications were that Toto wouldn't ever go over 3 lbs. she agreed to let us buy her! We had already waited several months and I believe I would have died if we hadn't brought her home that day!! I know it's better if they are older but I just didn't want to miss a single day! We are all so excited for you! Keep us updated!!
