Confused Major jumper!!!!!

OK- I have a slight problem, nothing major, but I thought I would ask you guys for some advise. Luigi is a major jumper. I really can't stand it, but I do my best to keep him from jumping off real high things, such as my bed. (its 3 feet high) I have as stool (nice and cushy) for him to use, but as stubborn as he is- doesn't use it. So I try to pick him up and put him on the floor before he jumps. Then, when we leave and then come home again, he is sooo excited that he jumps up on us. He jumps as high as my stomach. I try to catch him if I can, but he is squirmy. 9 times out of 10, he lands back on his feet. But then there are times he lands on his side which freaks the crap out of me. But then he gets right back up and continues to jump! I even get down to his level, thinking he won't jump then, but no--he still jumps! Then trying to get him on his leash to go outside- its nearly impossible. I use my stern voice to try to make him stay down, then he gets scared and piddles. So I can't win. Then last night, he really scared the shi-shi out of me. He jumped so high when I came home, he must have bounced off me, cuz he landed on his back. My heart stopped. He was laying there and coulndn't move, then he did manage to get up, but he was hobbling and real lethargic. But a minute later, he was back to jumping again! So I squeezed all over his body to see if anything hurt when touched, and he seemed fine. Was runnin and playing like normal. The paranoid mommie that I am, I still called emergency vet and they just told me to keep an eye on him. They told me to make him stop jumping-!!! Da- I know! I wanted to scream. She told me it was all in the training, which I know- He is trained in every other aspect, but that. I try and try!!! Do any of you have any suggestions to keep him from jumping. I feel like I have tried everything- but there has to something that will help!!! Sorry for rambling on and on!!! I feel like a bad mommie!
