I agree, I always see her carrying her dogs in her arms.
Since she is a new puppy it is best to keep her safe from other dogs that you have mo clue if the are fully vaccinated. They say that parks and vet offices are the germy places to keep your pup up and away from possible contaminated animals and grounds. I have mine for when Jeter comes home in December just for this safety reason. That and I live downtown and you see allot of animals out and about.
