Brownie looks like he is enjoying the park!!...... too bad someone had to spoil it for you!! Are there leash laws on your area??? If so, carry a cellphone, and find out who ya need to call!!...... Laws are for Everyone.... and big dogs are definitely a reason for them! (no offense to Big dogs, but some people don't understand that a big dog could really injure a Yorkie.. even it it is only playing!)
