You can have him neutered now. Any weight over 2lbs is supposed to be safe. I'd have a consultation with the vet to see what they suggest - if they think its better go ahead and do the surgery now or if there is any chance his testicles might drop..I doubt they will though. It's going to be a more invasive surgery like a spay since they are in his abdomen so the surgery will cost more than a regular neuter.
