I would try to look for the source of the problem first. I read on here that bad breath can be an early indicator of some serious health problems like ....kidney maybe? I know issues with their teeth can also cause bad breath.

So, first I would get a vet check up.

Then, I recommend using Petzlife oral gel and/or spray. It's wonderful for keeping their teeth healthy and the mint flavor is nice to smell. (I would probably avoid the salmon if you are doing this for bad breath though.) IMHO
