The AKC standard says a Yorkie's tail is to be docked to medium length. Correct tail carriage is at a 45 degree angle (slightly higher than the level of the back).

Docking a tail does mean to cut the tail off. This is done between 2-5 days of age. Some countries have laws against tail docking so yorkies that come from those countries have long tails, but in the US a yorkie's tail is to be docked as it is the standard.
