I remember asking to volunteer at a shelter near me and they had this whole list of ridiculous rules! I am less than 6 months away from being 16.. They told me I had to wait until I was 16 to volunteer even though they are shorthanded and are at full capacity.. I think that shelters can be too demanding of people.. They keep the dogs in the shelter and Ellen's right they don't have a home or a family.. I feel bad for them.. And they should have investigated first who the family was.. I mean I can understand takign the dog away for a few days to investigate the family but not permanatly when he had a great family and a home to put him back in a shelter.
