Where do you live that they don't neuter until 1 year old?
TJ was neutered at 6 months as a lot of Yorkies are neutered by 6 months - I have even heard at 4 months. I like it is best to neuter ASAP - as you don't want the hormones to start flowing and you'd want to avoid Cancer, the start of Marking everything and humping as well.
