Does it sound grunting like a pig? Could be the Trachea, it may not be collapsed but often when they are young they cant regulate it properly and sometimes toy breeds get this sound. my current puppy had it really bad and I thought he had Trachea collapse but he outgrew the grunting. Now if this puppy is coughing as well he may have contracted Kennel cough
