It can possibly be Bordetella, also known as Kennel Cough.

Ariel caught it the second week we had her, and she passed it on to my older dog. Both dogs were coughing, and sounded exactly as you described it ~ like they had a hair ball in their throat, and wanted to cough it out. I took them to the vet, and they both received antibiotics for it. Belle got over it pretty quickly, and barely needed the antibiotics. It took Ariel 2-2.5 weeks to get through it.

I hope he feels better soon.
