What, exactly, are you feeding?
To determine where the allergy comes from, you'd have to do an "elimination diet" to see if it's food. If it was seasonal, one would think her eyes would be watery and/or she'd be biting/licking her paws more. You could try a leave-in spray-on conditioner, but I don't know if that would truly do anything. Vets can do allergy testing, but it isn't cheap!
