Forget pet food recommendations. I have realized that we as humans try to force the dogs to eat more than they need. Small breeds are picky eaters and if you change drastically they will refuse it for severeal days. Try some ground beef mixed in his kibble and or pure lightly cooked chicken bits in the kibble. See if he eats it and dont watch or hand feed him.
