Yes, this is what she should do as I had to do it with my other puppy who still drags a bit but is getting better. Best is to leave harness on him and then add the leash and let him drag it and then reward him when he carries it so he knows i tis something good and not to be frightened. Remember, puppies are afraid of everything as it is all new in this big bright world to them
