Yea it fits very comfortable over my shoulder. I can put it on one shoulder like a purse but when im walking too much and the girls get too heavy for me i put it over my head so it goes across my front and back, its less heavy that way. It's way better than the Juicy i used to have, i used to have to carry it on my arm and it would get kinda heavy but this one is good since the strap is long. I think your babies will fit comfortable and have enough room if they are small, if they are a little bigger then i would go with the other carrier suggested on this thread, that way they can have more room
