First off, you have to stay out there with her until she does her busines, then treat with her favorite treat. She has to learn that she doesn't come back in the house until she does it. Be firm about it and she'll get it eventually. In the meantime, I know it will be a pain in the neck for you. I remember sitting outside in the freezing cold last winter waiting for Chloe to do it, but I stuck it out, and she was potty trained much more quickly.

As for the crate, have a second (or third) spare set of bedding. Whenever she soils her crate, clean it up. You don't want her getting used to peeing in the crate. Dogs naturally like their dens clean.

If she's already pottied with you there, you know she doesn't need to go. You need to not let her out when she barks in her crate. She has YOU trained to answer to her barks.

You can reward her when she potties outside, while you're there waiting for it. You have to set her up for success. It sounds like she has no idea that you're out there for potty, so stay with her---all day if necessary--until she does, then make the biggest happy sounding deal out of it and give her her most favorite treat.

Hang in there, with consistency it will get better.
