Oh, I feel so bad for you!!! You were trying to do the right thing by keeping the dogs together and now it is looking more & more like a scam. That is very strange about the order number of the rabies tags.....I cannot imagine what her explanation would be? Either she works at the vets office or she has a connection there....either way it sounds like the tags were stolen.
I think at this point there is no way that you can know the true history of either of these dogs. Best of luck in getting your money back!!!! Keep us posted!!!!
