Probably the best way to get them used to clothes is to actually have them wear them
more frequently. A good start is something like a harness vest. They are very close-fitting, not a lot of stuff hanging off (like a dress) for them to chew and tug at. Then she can get used to the feel of having something on. Then start mixing it up with dresses that are put on the same way (velcro at the neck and tummy).
