If you are cold then your baby is cold! When I had a yorkie and was living in the states I would begn her sweater wearing when I had to and I made sure she had booties for the icy mornings and snowy mornings. When it got even colder and I needed a coat, she wore a coat. That's the gauge I used.

I don't dress my babies now, they go au natural but I do make sure they don't spend very much time in the sun, it can be horribly hot here from about May until November so I make sure they have air conditioning and only go out in the sun long enough to get some fresh air and do their business, play time is done in doors so they don't get over heated so I have the opposite problem to you.
