I have this problem, too, with my male Bichon. He aims at the papers/pee pads, but misses sometimes. I have a plastic stake (from a kids' horseshoe game) that I put in the middle of the papers/pee pads and he will pee on that. It does get messy and has to be washed off, but seems to work when I want to fool with keeping it there and keeping it clean. Just an idea.
