How old is your baby? As I said, mine just couldn't eat it at first simply because her teeth weren't far enough in. So, I ground her kibble, added some warm water, then added a little bit of chicken baby food. I mixed it all up and zap! it was gone. Then after awhile I quit grinding it and just added the warm water to the kibble, then a little bit of the chicken baby food, and mixed it up and she ate it, too. As time went on and I could see her teeth were in far enough, I just put down the dry kibble and it disappeared as well.
They seem to really like the Cesar puppy (wet) food, even though it isn't what is considered high quality. You can try mixing that in after awhile, too, before graduating them to dry kibble.
Some breeders may say they are on dry kibble, but you have to wonder...
As far as the water...did he come from the same area as you live in? If not, perhaps you need to give him bottled water for awhile. Water in different places has a different taste. If you think he isn't drinking enough water, give him water in a dropper or syringe.
You should be giving him a little nutrical everyday until he's eating well. It's available at the vet's office. Has he seen a vet yet?
