i am no expert...but i have had several dogs with this problem and the best way i found to stop it was by giving them no attention when they bit... even fussing or telling them no IS attention.... at the first sign of a nip...put the furbaby down somewhere away from where you are... show them attention when they come back but if they nip put them right back down .... i found that affectionate breeds such as yorkies do respond to this in a short time...but be persistant... good luck to you....
