I don't really have any experience with potty pads. But maybe you could kindof put one in a private area behind something so he feels like he has some privacy.

As for neutering, you can do it now. 16 weeks and 2lbs is about the earliest a vet will do the surgery, although there are some that still like to wait until 6 months. I'd go ahead and give your vet a call and schedule the surgery within the next month
