At 11 weeks old he's doing it more out of dominance than anything. Even female puppies will hump sometimes. Even if she was in heat, there is no way he could get her pregnant at 11 weeks...he wouldn't even be able to actually penetrate her at that age. I would be more careful from 4-6 months though until you get him neutered just in case though. I highly doubt a 4 month old could impregnant either but each males maturation rate is a little different so to be extra cautious I would keep him away if she goes into heat
