My suggestion is:
I would have the puppy teeth removed if they are not coming out on their
own and your pup is at least 10mos old. If not, there is still a chance they
will come out on their own.
By not removing them they will push the adult teeth out of line and
cause an inproper bite and tartar build up between the double teeth.

Petzlife should be applied, twice weekly, in the evening, with no food or water, after application.
Daily brusing with a pet toothpaste should be done daily.

Bud is 3 1/2 and has no tartar at all. I had one baby tooth removed
at 1yr old. It was not coming out by itself and was pushing the adult
tooth out of line. Also tartar build up between the two teeth.
Petzlife took care of that in about a month.
It takes time and effort on our part but if it keeps the dog's teeth free
of tartar and having to go under it's worth the effort IMO.
