I can attest that sharp puppy teeth + toes are a baaad combination!!
You can try [1] ignoring him for 10-20 seconds each time he bites too hard, [2] using something icky like bitter apple spray on your fingers/toes (this can also come in handy to spray anything else he shouldn't chew) [3] saying ouch! really loud, oooor [4] trading your poor abused digits for a chew toy instead.
Socialization couldn't hurt either, playing with other pups is how they best learn to have a "soft mouth".
