Does he like playing outside? When I was training my female I would take her outside and let her go pee. After she was done peeing and doing her business we would play. Run around the house a couple times after her and then she would turn around and chase me. In the summer it worked great and in the winter it worked good too. The colder it got the faster she pee'd. I have since moved out of my house and into an apartment for school so I am now training her on pee pads. It is a great option because she can go whenever she wants and she does not have to wait on me. She does still whine to go outside at times, but it gives her another option. Good luck and it is never to late to train them. They are just stubborn at times.
