You are close but not quite right because if you blow out the match it would not create the vacuum to suck the water from the space between the plate and the glass. First the waiter put the lemon wedge in the middle of the plate and then stuck the match in the lemon wedge, lit the match and put the glass over it.....thus without moving or touching the plate.
