The airlines that allow 2 don't usually charge more for taking 2. It is a flat fee for a pet in a carrier. I have flown United with 2 dogs before. They barely looked at the health certificates. The girls each weighed 5-6 pounds. I used the Sherpa on wheels. I have also flown on Express Jet, but only with one dog each time. Used the same carrier. When I had the two dogs they were both over a year old.
