I looked up Indiana law (I'm a paralegal) and it's illegal to buy a puppy under eight weeks old out of state and bring it in or sell a puppy out of state and ship it out. Up until eight weeks of age, they may only be imported and exported if they are with their dam.
So if she got this puppy from an Indiana breeder, this was a legal sale even though this puppy should have stayed with his mother for a few more weeks to cut the risk of hypoglycemia and also to learn valuable lessons in socialization.
