Tbone is neutered, and has been since he was about 8 weeks old. I think that he does it to burn off excess energy. Glad I could be of some help. When we took Tbone to the vet for his first penis issue, it was me, my BF, my male vet and a male vet tech, so it was a room full of guys trying to get Tbone to bare all while I sat there and
