I don't think that is right at all.

I know at my doctor, they set appts up until 5pm (which is their closing time), I know I have been there at 5:20pm before (got there for a 5pm appt and was still there that late afterwards).

I know that most doctors say that you have a full 15 minutes, but you don't. The last two times I was in one doctor, it was not even 5 minutes from the time I signed in to the time I left. That same doctor, I made an appt for me and forgot my daughters. I called two days later when I realized it and they said they couldn't get her in. I told them that the last two times I had been there, my appt was only 5 min, so I know that there would be time in my 15 min alotted time (we go in together as she is still a minor)...they got her in the same time but we were charged for two visits. (which was okay...better than waiting 2 months later).
