Mine stopped allowing dogs about a year ago. Before then I could take her in without a problem but I think they stopped because they carry food in the store. Even the regular targets have a food section. I do have to admit I've snuck her into Target a couple times when I had to run in there and had her with me. But I try not to sneak her into places where she's not allowed.
