I actually think it is odd to see a place (other than PetSmart, etc) where dogs ARE allowed. I can't tell you the last time I actually saw someone out with one other than a kids sporting event or something. I used to see dogs in Lowe's ONLY in the garden department from time to time, but they do not allow them there anymore either.
