No, your distracting him is all. That seems to be the only thing that
works. Your getting their mind off the other dog by distracting what
they were doing. They have a short attention span and by playing
with them or treating them your making them think of something different.
When you see a dog coming down the street have the toy or treat ready
and give it to them before the react. They eventually learn something
good happens when another dog is around and there is no need to
bark or get nuts.
