Not to be mean or anything but honestly I would be a bit skeptical about your vet. I don't care for his attitude about it being fun for her to have some pups. I don't think that is the right reason to breed a dog. How can he tell you that she wouldn't have to have a c-section like that. You can never tell for sure if they can free whelp. There have been standard sized dogs that can't free whelp. Personally I wouldn't breed my 4 lb female.
I know that there are breeders both ethical and unethical that will breed a female under 4 lbs if they are sure of their lines etc and figure only time will tell if it was a good choice. But I do think that most ethical breeders that are breeding for the standard would rather not breed such a small girl.
I know a breeder that recently bred her 4lb female and she did free whelp but she only had two pups and one died after birth and the other a week or so later. I wondered if it was due to the female's size and it being her first litter that she delivered early and had those issues with her pups.
