Sounds like a large blackhead to me... I know that the hairless chinese crested dogs commonly get these and they call them nodules or comedones. Try reaserching that a bit, they may even have some tips on products you can buy to get rid of these and clean them. I'm certain theres a medicated shampoo that might help.
