Here is the simplest way. I like to line mine inside with a little batting-like stuff only it's thinner. This gives it some body so it doesn't bunch up under the dog and gives it a little bit more absorption if the pad overflows. I cut out the material to the length and twice the width I want and put right sides together (folded lengthwise. Lay the batting type stuff on top cut to the same width as the folded material and same length. Then I sew the edges - through all three layers - one short edge and the open long edge. Turn it inside out - so the right side is out and the batting is inside. Turn under the remaining open short edge and top stitch all the way around the whole band. This will close the open end and secure the batting in place. Sew your velcro on both ends and you are done. Hope this helps! Some put a little elastic in the middle to hold it closer to the belly.
