Number one, how old is she? If she is a tiny puppy, the lethargy could be due to low sugar and this is very dangerous! A puppy can go downhill really quickly. We gave Oscar Frosted Cheerios when he was a tiny baby and he still gets them, a few a day. You might want to run to the store and get a tube of Nutri-Cal to give her something. You might also need to try some palatable canned food like Little Ceaser's just to get her to eat something, til you get her over the hump. Keep in mind tho, changing her diet will most likely result in stomach upset so it might be better to try and get her to eat some boiled chicken and rice...she just needs some sort of nutrition. Best of luck with your new baby and get her to the vet just as soon as possible.
