In a way, yeah. But I think the pros and cons can really swing either way sometimes. I don't think that people speak freely in the way that right was originally intended at times. It's such a gray area type situatin and so hard to draw a line at what is appropriate. You can try to control those that abuse the right, but those who don't get the short end of the stick as well.
