By any chance is there built up tartar on her very back teeth?
Are her gums red?
I have a GS that had the worst breath ever. We brushed and brushed her teeth. I even have the actual dental instrument(came from the dentist office) that is used to scrap teeth. I did all of that and still her breath was gross.
I have no idea if this would work for you, but I ordered the gel Petzlife from sassypup here on Yt and with in 3 days of using that stuff her bad breath disappeared. I did not change her diet, take any toys aways nothing. The only thing I did was give her that product. I had been putting up with her breath for 9 years!!!!
You might give it try. I also use it on Annie cause I can not get to her back teeth, and it prevents plaque and tartar.
