this is not as uncommon as you might think. He does in fact have testicles, they just have no descended to where they are suppose to be. How old is he?
undescended testicles is called Cryptorchidism. if you google it or even search it here you will find lots of information.
it is better to still have him neutered because he runs a higher risk of cancer then an intact male with descended testicles.
