Exactly what I do. 911 just couldn't get there fast enough. Muzzle (pepper spray for dogs) stings like crazy, but doesn't hurt them. It will stop an attack, though.
I carry Muzzle and have never had to use it, but I have let owners know I have it a couple of times. I'm sure they think I'm a nut case, but I don't care. We have a leash law here in town so they are breaking the law by having their dogs off leash.
