Zero Toleration! I'll try not to get too emotional on this subject but........I feel strongly about this issue! You have every right to walk your Dogs any where at any time, you should not have to worry about other Dogs on Leash or not? What other Dog Owner's "Do or Don't Do", it's not your Responsibility! On that point alone
I used to have the same problem @ my old Apartment Complex too, and I still have the same problem @ the Dog Park (which I happen to live next door to)
I would definitly complain to your "Manager" first and let them know that you are having this problem daily. Then I would call the Police or Animal Control and I would Report it every time until it STOPS! I would not tolerate this behaviour from any Dog weather it was with its' Owner or not? I beleive it is my "Responsibility" to insure all 3 of my Yorkies "Safety" at all times, my Dogs are well trained in voice, sound and hand commands but if the other Dogs are not? You need to take control of the situation and don't trust that the other Dog/Owner is "Responsible" let alone "Socialized"? I find that bigger Dogs tend to react to Yorkies as "Prey", especially if they are smaller Yorkies, my 4 pounder gets chased all the time but she has learned to out run them being
off leash @ the Dog Park. Both my 10 lb. and 8 lb. Yorkie will stand their ground by nipping the larger Dogs nose. This is very nerve wrecking but Dogs don't see size, they smell first. They feel energy....yours too!
You should definitly communicate with the other Owner, if there is one around? Most of the time people like that (Larger Dog Owner's) think they have the run of the Land and are very non-chalant and lazy about watching their Dogs. Mine have been attacked twice by Pitbulls and each time the Owner has apologized and said their Dog has "Never" done that before?
Of course because they don't take the time and effort to "Train" or "Socialize them! In South Carolina, if a "Dog/Owner" has gone to "Court" for "Aggression/
Fighting", the Dog will be confiscated from the Owner! But they have to be in Court 4 times, we had someone that had a Great Dane, that was attacking every thing in sight and he's been to Court 3 times! Just think how many times he Attacked a Dog and it was Never Reported? Most of the time it's the other Owner's fault not Your's! If I were you.....always carry a cell phone, always Report it to some one, any one? Don't let them get away with it, otherwise not only have your Dogs Right's and Personal Space have been Violated but Your's too! You have more patience and tolerance than me, I commend you for that. But if you don't stand up for you and your Dog's Right's no one else will, this will continue until God forbids, your Babies will end up in the Vet's Office or even worse get killed by the other Larger Dog?
Try chasing the other Dog Owner, to reimburse you for Vet. costs? Or to replace your Dog, you can't find a decent Yorkie for under $1,500.00?
I don't know about you but I would rather be "SAFE" than "SORRY"!
Let me get down off my "Soapbox", sorry this is so long! But this is all about mutual respect and "Your Right's"! It's not fair to your Dogs, it's not their fault that they are so tiny and fragile compared to Larger Dog Breeds.
