11 weeks old is very young and all puppies use thier teeth in play. Does this puppy growl, show teeth and snap when there is food involved or does he use his teeth while he is wanting to play. They do hurt and can be a little crazy while playing but this is normal for a young puppy. I would remove the puppy from the situation for a few minutes. When he bites say ouch! and eighther turn away or put the puppy in a time out for a couple of minutes.
