Sad Redirected Aggressive Dog Behavior

im having that problem with kayko he attacks brownie everytime there in the window and someone passes usally its just noise tonight i had to pri kayko off him the first thing i did was throw him in the cage cause he was still flipping out in my arms i looked the issue up and this is all i can find but it doesnt say how to fix the problem any ideas would be great thanks im 2 seconds away from putting frost contact paper on my window so they cant see out but ihate to do that to brownie
