She is just too young then. She's not "getting it" because her little body is not able to hold it. When you take her out, is she going? You have to make sure she actually goes and is empty. How much water is she drinking? It's not a good idea to limit water, but it is OK to offer her water every hour or so and then take it away. Then take her out 10-15 mins after you give her water.

Keep trying because the routine is good for her BUT don't expect her to start to get it for at least another month. Also, take her blankets out and see if she still goes. Loki was smart enough to figure out he could pee on the blanket and then shove it aside so he didnt have to sit in it. Once we took out the blanket he stopped.

Keep trying and don't get frustrated. Give her a REALLY GOOD treat when she goes outside. Good luck!
