 She may have given permission accidently
She needs to look at what she signed. She would have signed something giving him permission to put her under for the eyelid flip. It may have had a section to initial if you DID want her spayed. She may have accidently initialed that section.
Or it may have had a section on spay/neuter which said to initial if you did NOT want her spayed which she did fill out.
