When you say bottles and milk, what do you mean? You don't mean the bottles and milk made for humans do you? Could you explain what he bought a bit better so we could guide you.
Second, I urge your roommate to rethink his decision about not taking him back to the breeder. I'm just going to be blunt about this. If he does not spend every minute taking care of this baby for the next couple of weeks, you will be posting in the RIP section. And IF this baby does survive, you are going to have major behavioral problems later like biting, growling, and barking.
He needs to be fed every few hours, kept warm every second, and his gums checked regularly for signs of hypoglycemia. And you are going to need to stimulate him with a cloth to make him pee and poop. And when I say every few hours, I mean even in the middle of the night. So forget going to classes or going out at night or going out period if you want this baby to make it.
Also I just wanted to add that MS has a huge problem with puppy mills and if the breeder sold a 4 week old puppy to you, then you most likely were at one. If this baby dies from being too young to be taken from his mother, there is no way the breeder (and I use that word loosely) will refund his money. So if everything that everyone has been telling you doesn't convince your roommate to take this baby back, then maybe the fear of losing $390 will.
