I think she should just tell them right away. That way even if they try to refuse her to let her keep her dog in the apartment, she'll have plenty of time to get proof. But I would wait until the contract is signed, just to make sure they don't make it a long, drawn out process. As someone with a service animal in training, I know people can be real jerks about this type of thing.
